Legendary’s can have babies as well. The anime and games are not the same.

Well you see, the anime abides by many different and stranger rules than the games, which is why we get stuff like Lugia babies and "AIM FOR THE HORN!"

Ok, let me explain in friendlier terms...

In the games, the "no breeding" rule simply exists to stop people from making 50+ Lugias and giving them all out, thus making the thrill and challenge of capturing one moot.

In the anime, however, they discard this rule. Their seems to be multiples of many ledgendarys, and they can have babies.

So, simply, the Silver Island Lugia was different then the Movie 2000 one, as it was more like a rare animal then a god.

In the anime Articuno, Zapdos, Lugia, Entai, Suicune, and Groundon have made mltiple appearances and most of them were different.

Groudon only made one appearence. Same with Entei. The ones from the movies were fakes.

Well, I remember something about Jirachi's energy resurrecting Groudon fossils. Although I may be making that up. o.o I had the idea that it was a zombie-like, mindless Groudon that was mutated due to be brought back to animation.

...I like the argue about pointless things.
 
Okay I knew that this thread was made by this squitle kid when I saw the bad grammar and spelling. "He's" cannot have children, and Anime=/=Games. Also you can't had a baby.

Well, seeing as how i have done a little research on the creature that Lugia is based on, I'll say this:- The Lugia from Pokemon 2000(hang on i have a point to this) was basically used to showcase a new legendary for the 2nd generation. - The Lugia from the episode was depicting it's reference to the greek mythology creature called the Halcyon(at least i think it is, someone could correct me). Anyways, Halcyon's are sorta supposed to have at least one child, as we saw. However, there is no reference whatsoever to Halcyon's in the game(or even a legendary thingy for that).

But ya, they dont do much of a connection between the game and the show(storyline wise yes, but pretty much ONLY that).

There's my 2 cents on this.

Lugia decided to send off 20 box tops from the packaging of 'Lucky Ho-Oh's Fruity-Tooty Rainbow Cereal Crunchable Bites'. About 4 to 6 weeks later, Pelipper shoved a large package through Lugia’s letterbox (after many an hour of struggling and several broken bones). Lugia had finally received it's brand new Baby Lugia, with complimentary Lapras Scream.

Why did Lugia do this you ask? Severe boredom caused guarding some islands nobody gives a damn about in the first place? It needed someone to release all it's repressed anger upon? Baby Lugia makes a great meal with various seaweed side dishes? Nobody knows; and thus, this is how legends are born.
