How do I get Dewgong to learn Signal Beam?

Yeah, having problems with this? I looked on the main site. And I know that he learns it in FR/LG. Yet I cannot see how to obtain it.

Dewgong learns Signal Beam via the move re-learner on Island 2. You'll have to give him 2 Tinymushrooms or 1 Bigmushroom. It should be the first move on the list.

It's a move that Dewgongs learns at Lv.1 and can only only be gotten via Move Tutor

Lorelei's Dewgong knows Signal Beam IIRC.. I just thought I'd mention that as the question has been answered.
