How do these moves work?!

Okay, new poll. Today's question: how do certain moves actually work in, say, 'abnormal' conditions?

An example is Rock Slide. I mean, sure, it involves rocks falling on the opponent, but... how do you do it in the middle of the open OCEAN, if we suppose that there's no going down to the ground?

Choose 'impossible' moves, and try to answer them.

How does flamethrower work underwater?

i have one how can a blaziken use earthquake when its ontop of a wailmer/lapras?

They work so the balance of the game isn't destroyed in a certain area of gameplay.

If you watch the anime or play 3D games they answer a few questions... but then the problem gets worse when the anime and the 3D games contadicted each other. I wanna know how Iron Tail works on the pokemon that do not have tails, but they still learn it.
