You need to ask for permission first.
When your club gets approved, you just start a thread in the club section.

Btw: You might better read the sig rules, since you've got too many outside images in your sig.

Anyways, just click the 'Search' button which can be found almost at the top. Search whether the club that you want to create already exists. If it doesn't or is over a month old or is close, PM PsiUmbreon, and wait for him to give you permission to create the club. If you want, you could post here what kind of club you want to create and I could help you search and if it doesn't exist, ask PsiUmbreon to start the club for you. If you want me to of course.
