how do you crate a forum?

I talways depends on which forum you use.
Take a look here: http://serebiiforums.com/showthread.php?t=100575 and choose on from the free forums listed there.
Then just read the FAQs for the specific forums.
Most sites which offer forums for free also have a support forum.

well i think it is the best because (to me) invision sucks. so that is out of the question. then you are pretty much left with phpBB. so if you look for a free forum that use phpBB and you single it out it could be the best. they might have the most to offer ad the best support. they also might be the fastest and the most active (meaning gets upgraded a lot) i say might because im not posotive but i have tried and seen a lot of other ones and i would single them out.
dont get me wrong of course vbulletin is by far actually the best, but i was talking about free.
and now you have got me wondering
1. what is the difference between a hosted forum and one you've installed yourself? do you mean like serebii and mine?
2. do you know how you make a forum hosting thing like myfreeforum.org? meaning like do you know how he actually did that? so i can have my very own forum and install my very own hacks?
