how do you use surf or even have it when you get to the ss anne? i have never could understand how everyone does that help me out here

Just get yourself a Pokémon that knows Cut from another FR/LG Version and trade it to yours. You don't have to go through the SS Anne that way, it'll stay there, and you'll be able to Surf in that area later on.

You get Cut from the Captain in S.S. Anne. If you get it, the Ship will leave and the area will never be accesible again.

Cut is needed to move on through the game. However, you can use it as soon as you get the Cascarde Badge. With that in mind, you just need to get a Pokémon with Cut traded to you so you can go on with the quest WITHOUT getting inside the S.S. Anne, and consequently, without it leaving.

Later in the game, when you get to Fuchsia City, beat Koga and get Surf in the Safari Zone. Teach it to one of your Pokés, go back to the S.S. Anne and presto! You can swim because the ship hasn't left and the area is still accesible.

I never thought I had to explain that. Ever. Common sense...
