Cheat, or get VEARY lucky, and get the glitch, thats a one in somthing chance, It's all on the main site.

Celebi has only been released in Japan as well, through their Colosseum Bonus Disc.

In other words, you can't get a legit Celebi here. Some people have claimed to find Celebi in their R/S games through a glitch, but there's constant debate about it. Read the glitch sticky, there should be some info in there.
