How do you get feebas?

Sorry if this was ask before, and gamefaqs not helping much in this situation but a friend of mine is really pestering about this pokemon and would like to know how to catch it so he would shut up.

Thats one thing he doesnt have, any way thanks for the link (The one under this qoute) maybe now he will shut up-_-..such a headach over the feebas this and feebas that.

as usual.... patience is the key on catching rare pokemon... btw he's very unlucky if he caught a male feebas that doesnt like blue pokeblocks >=)
