I've been playing every generation of the game boy and game boy advance pokemon games and now that I am raising an onix, the thought just crossed me. How do you get metal coat?

There are a bunch of ways!
1.Rescue old mans daughter, in the ship that takes you to Vermillion, once you beat the elite four. He will give it to you once you find the guys daughter.
2. On the strip of land that holds the memorial pillar, there is pokebal ther and that is metal coat. There is a boy there giving flowers to his Onix.
3.Find it on Wild Magneton,Magnemite
thats all i know!

If you're talking about FR/LG, you can win them in the Battle Tower.
