Like you do in Diamond. By seeing all 150 Sinnoh Dex Pokemon.

I think you have to catch all of the pokemon in the sinnoh dex before you get the nat. dex or be able to trade with gba games.

Hi. You have to see all 150 Pokemon in the Sinnoh Dex. I said it like 2 posts up, that's how you do it.
