How do you get the National Dex? (LG)

I already caught 60 Pokémon and I went to see Prof. Oak but he just said something like "Hoho! That's a nice Pokédex" . How do I get it? Do I have to beat the Elite 4? (wich I haven't)

Yes, you have to beat the Elite Four or else plans to get the ND is moot.

Yes, you have to defeat the Elite Four. Then you will have to go to the Oak Research Lab where he'll give it to you. no, the only way to get the national dex in R/S is to trade with FRLG to get something from 1st or 2nd genoration. Then you will automatically get it.
