It's attached to the Lati@s on the Island you need the Eon Ticket to get to.

You get it off of either Latios or Latias, depending on what version you have.

It is obtained from Lati@s from the Southern Island. To get there, use the Eon Ticket. Once you catch Lati@s, it will be holding Soul Dew.
