The only legal way is through Nintendo Events or visiting the Pokemon Headquarters in NY.

Faraway Island/Navel Rock/Birth Island are all islands that you need a different special ticket that is only given out at nintendo events.... none of which are being held right now.
Artisan cave is ONLY on emerald and it is located in the battle tower area. You goto the area towards the river at the bottom right and you'll come across a tree on the right side of the river. Use the wailmer pail on the tree and it'll be a sudowoodo. Fight it and beat or capture it. Then you surf across he river and go down and you'll come across an entrance to a cave.....Artisan Cave.

Faraway Island, Navel Rock and Birth Island are Nintendo Events which aren't being held right now (there's an event with Celebi in the moment though).
Artisan Cave is in the Battle Frontier, you need to surf in the water south of the Battle Palace and go west, eventually you'll get there.

Although I'm not sure I should say,but I think you can get to those locations with a Gameshark.
