Ok that wasn't what I was looking for. I guess I need a program that captures video images that are already on my computer.

There's the answer: Virtual Dub.

You can capture images from .avi files with that program. It's very useful for other purposes too, like compressing video and stuff.

Once you get the images, just animate them with a gif animator.
