Where do you go to make an avatar or a sig? I can't find the place!

You can't technically 'make' them.

Avatars: No custom avatars, but go to User CP/Quick Links, and choose 'Change Avatar'

Sigs: Again, User CP/Quick Links, and find 'change Signature'
