How exactly does Psywave work?

Does Psywave sorta like Nightshade where it does a base set of damage depending on your level. Or maybe just a random damage like hidden power? Or is it a base psychic damage of your level? Like level 99 so it has a base damage of 99? The decription of psywave is not very helpful so if someone could give me the deal with this attack.

So the max damage it could do is 150 then? So basically like Night Shade but with a chance of being weaker or stronger then your level. Still a weak attack unless you can't even dent a pokemons defenses I suppose.

Yeah. I would go with something like Psychic instead.
