You fight the other gym leaders in Kanto >_> didn't you ever play RBY? And would assume you'd know this already if you had 3 extra badges or are you stuck? If you are you have to wake up the Snorlax, retrive a part stolen from the power plant by a rocket, it's somewhere in Misty's gym, and return it. Then you can go everywhere.
