How much does the item Magnifying glass actually raise accuracy?

i really need to know how much it raises accuracy exactly.

And that's 10% of the original accuracy. It doesn't add 10 accuracy on.

I.E. Fissure becomes 33 accuracy instead of 30 (not 40)

Oh so it's 10% of the current accuracy, like thunder/blizard would become 77, something with 80 would become 88? Thanks for clearing that up.
Just a question while we're kinda on the subject, is it 10% for all the new enhancement items? Like, the knowledge glasses or whatever they're called?
