How powerful is this laptop?

I recently acquired a laptop with the following settings:

4th Generation Intel® Core™ i7-4700MQ Processor (6M Cache, up to 3.40 GHz) with Intel® Turbo Boost Technology
Windows 8.1
4GB DDR3L 1600MHz (2GB + 2GB)
750GB HDD (5400rpm, Serial ATA)
No SSD Drive installed
No Secondary Hard Drive Installed
3GB GDDR5 NVIDIA® GeForce® GTX 770M w/NVIDIA® Optimus™ Technology
17.3" FHD TruBrite® LED Backlit Display (1920 x 1080)

I have a two questions: first, would I be able to run Skyrim on Ultra High with about 40 fps? Second, how powerful is the laptop, relatively? (Very weak, moderately powerful, very powerful, etc.)

1. It would depend on Mods and where you are in the Skyrim, but I expect you'll often be at 60 FPS on a unmodded game in most areas. There are way to many factors to prevent me giving a straight Yes or no answer. But..

2. It's actually moderately powerful at least. You should be able to run most games released today with little Issue, although you may not ever set it on high settings.

i don't have exact benchmarks for that specification and i don't even have benchmarks for that game

but an i7-4700MQ paired with a GTX 780M (and 8 gigs of RAM and an SSD, though these don't matter that much) gets you ~45fps at 1080p in the newest Tomb Raider game at the highest possible settings, and that game's about as demanding as a heavily modded instance of Skyrim

the 780M's anywhere from 10% to 60% better than the 770M in gaming benchmarks @ ultra settings, so lop off anywhere from 5 to 25 FPS (or otherwise just knock everything down to high vs. ultra)
