Its none of those. The Snag Machine increases the speed of the Ball you are using and gets to the Pokemon before your opponent can get to it. Then when it actually captures it, its automatically transfered to you.

Well thats what I think.

How do they know you're using an item you're not meant to be using? Do Oak or your father have surveilance cameras everywhere or something?

On topic: Not sure. What Master Mewtwo said is good enough for me.
