How to get the Elite Four Round 2

In the main page I read about the Elite Four round 2. I`m trying to get my pokemon to lv100 as fast as I can. Can anyone help me?

You mean being able to face them again? Don' quote me on this, but I think you get to after you beat the Rockets in Icefall Cave on Four Island. Or, it could be after you get the Ruby and Sapphire.

Nothing to be done
It's after you get the Ruby and Sapphire plates installed. Then you can enter Cerulean Cave and face the Elite Four Round 2.
