How to increase my download and page load speeds?

I am getting 5kb/s with bittorrent........can someone help me? I also get 10kb/s when downloading with FireFox. I have a cable connection, and a good network card......anyone care to help? My page loads are also quite slow compared to what it was like when I first got my computer. This has been plauging me forever........I even reformatted before, and it did not let me delete the file, so I kept it and it stayed at the same speed. I even bought a new network card to try and solve the problem. When I first bought my computer I think I was getting 100kb/s. If you need info on my system just tell me where to go.

Yes, I know that Latios, but if I have been having this problem for about a year......I think it is something more complex than that. Thanks for the help anyways. Anyone else?
