How would the Johto dynamics have changed if Tracey tagged along?

Well he was virtually non-existent once he stayed with Okido-hakase (outside of a few Hoso episodes and cameos), so I do have a hard time imagining him in Jouto as a main cast member.

Tracey would have dragged down the show even more. Brock and Misty already didn't have much to do outside of their roles. Adding him would have been superfluous.

Misty and Brock barely did anything in Johto outside a small handful of episodes, and you want to add a 4th character who did even less to the mix? Seriously, the character handling in Johto was bad enough as it was, like the only thing Johto serves as a reminder of (besides all the filler), is that the writers had absolutely zero intention of developing Misty or Brock's characters outside giving them spotlight in a small handful of fillers. The original trio couldn't carry the show, much less if Tracey was there.
