Yes, it IS found at the game corner.

Just go to the game corner exchange building located right beside the game corner, and purchase Hyper Beam there. (It's TM 15)
Remember that you'll need to pay for it with game corner coins, so you will have to buy or win more if you don't have enough.
I can't remember exactly how much it costs, but I think it was around 7500 coins... well, it was above 5000 at least, just check in the game to be sure.
