I bumped into a Suicune but it fled. Then I looked in my Pokedex to see which area Suicune is in but when I fly to that area, Suicune has moved to a different one! How do I catch it?

That's the point of the Legendary Dogs in GSC. If you fly, they will move to a different area. If you keep it up, chances are you might run into it. If not, walk. Try to chase it as it moves around, and it will likely go in a certain direction. Don't fly when you're close to it. If possible, try to head it off by checking the direction it's moving and going the path to intercept it. It's hard, and that's what they're all about.
