My starter is a Mudkip (current lvl: 15) and as my partner I have a lvl 16 Bulbasaur. My rescue team is in Bronze Rank. Am I strong enouth to defeat Zapdors? And why can't I get any pokemon to join my rescue team?

u need to have the right friend areas and yes u can probably beat zapdos

Your team will be fine. I was level 14 Mudkip with my partner Level 15 Bulbasaur when I fought Zapdos.

You don't have any recruit bonuses from your level, which means it's a pretty slim chance of recruiting at this point in the game.

You seem tough enough to tale on Zapdos, but bring some Gravelerocks.
