1. Odd Rod - Vermillion City, in a house next to pokecenter
2. Good Rod - Fuchsia City, In the house next to the wardens home
3. Super Rod - Route 12, In tiny house along the path.

You can breed them after you defeat the elite 4 and get 60 or more pokemon on your pokedex. You then can go to 4 sland and that is where the breeder's are.
