I have a noob question

I wasn't sure where to post this, so....sorry

My question is how do you make "bars" it's obviously not someone just making them in paint 'cause I noticed everyone has like the same style. They all seem to have those ///////////// stripes in the background and the courier-ish text on the right. They also look like they come out towards the middle and they look shiny. So how do you make them?!? I know the sites that can animate a bunch of them into one...but is there like a site that can make them for you?

No. You either make them yourself on an art program better than paint, or you use premaid ones from a site such as www.userbar.com
