Is there a way to get dig without having to train one of your pokemon to lvl up learn it?

Yes,you can get the TM dig in the fossil maniac's house.

also, if you have FR/LG, you can buy TM28 (Dig) in the celadon department store.

wild diglett, dugtrio at higher lv in fr lg have it. you can just catch and trade them over
