He can breed just like porygon and magnemite and other genderless pokemon: with ditto.

Just because you can get one doesn't mean it's legendary. You can only get one starter Pokemon - those Pokemons aren't legendary. You can only get one Eevee in some games - it's not legendary. You can only get one Castform in some games - it's not legendary either. That goes for alot of other Pokemons that you can only get once but aren't legendary.

Anyway, speaking of which, it looks alot like Castform. I can't believe they aren't related, by theme, creation, or evolution.

I guess because:
There is only one in the game, and it is genderless, has no evolution chain. That on its own means little but...
Its right before the legendaries in the National Dex but comes after all the new evolutions. Without Rotom the pattern goes:
1st gen - 2nd - 3rd - 4th (in Sinnoh dex order) - 4th gen evos not inc. in Sinnoh dex - 4th gen legendaries.
Where it is placed in the national dex it does not fit with the new evos.

So many assumed it was legendary at first, until more info became available on it. Especially the fact that it was breedable, and its stats.
