i made an oopsie - is it too late to go back?

i have recently been breeding several generations of feebas, and around the 4th generation i got a decent feebas which i considered raising. i decided to forego raising it and instead use it in breeding for hopefully better offspring.

unfortunately this is not the case anymore, i wish to go back and raise it now. it has been leveling up in the day care, so it hasnt been gaining any EV points.

question: is it too late to train it? its been sitting in the day care leveling up, hasnt been gaining EV points or anything. have there been any detrimental side effects?

question 2: why has it been proving difficult (for me at least) to breed for better IV's? im currently on the 8th generation and i have not gotten a single offspring with better IV's than its parents, i'd rather train the parent from the fourth generation than the offspring i've been getting (it's that bad). i know breeding involves a certain amoutn of luck but this is getting ridiculous. am i doing something wrong? i feel like giving up.

this is what i got from serebii's pokedex at level 15 from 10 rare candies. are these stats good enough to be considered "competitive?" if i were to choose from one of these feebas to train, which should it be and why?

1. As long as it is not level 100 you can train it however you want.
2. IV breeding is a 1 in 32 chance per stat to get flawless (or any other specific stat at that). UP TO 3 IV's are inherited from 1 or both parents in any variation. sometimes you only get 2, the selection is random. Usually the best way is to find 1 with a flawless iv (or more than one flawless) and switch it in to the parenting process. The hope is that you get a baby with those same flawless ivs and also some new flawless IV's. Keeping adding in parents with the more and better iv's (both father and mother), and eventually the stats will be flawless. It is completely up to chance though.

Yeah, you can wait until level 99 to EV train if you really wanted to.

Out of those three, the third guy is the best pick for you .. just be sure to pay a little extra attention to its Defense.

As for IVs, good luck. It's going to take awhile for your guys to get flawless stats. Take that second guy, breed with him since he already has that 29 and two 31s, and good luck.
