I need an explination!!!

Okay, could someone please, PLEASE explain what EVs and IVs are. I have no idea what it means when a pokemon has an effort rating, is it what pokemon you fight against when you go up a level or what? And I have even less of an idea about IVs, I don't even know what IV stands for! Please explain this, not just for me, but all the pokenoobs out there!
