you can't get eevee in emerald you have to trade it from FR/LG or XD, to breed pokemon you have to place them in the daycare a male and female which are compatable and they'll breed for an egg

You can't catch Eevee in Emerald. You'll need to get it from Celadon City in FireRed or LeafGreen and trade it over, or breed it on Floe Island and then trade the hatched Eevee over. You could also trade over the Eevee you get in XD, or Espeon or Umbreon from Colosseum and breed those.

To breed Pokémon in Emerald, head to Mauville City, and walk just a bit to the west. It's the first house at the top of Route 117. In fact, it's the only house on Route 117.

Then just deposit a Female Pokémon that you want an Egg of, and a Male Pokémon that it's compatible with. Check the main guide and look at the Breeding Groups to see which will work.

Or you could just ask the Old Man outside. If he says anything other than "They prefer to play with other Pokémon", you'll have an Egg.

If he says that, however, you'll need to change the Male Pokémon you have in the Daycare.​

You could do a little research..

If you check the pokédex on the main site, you'll find how many steps that are needed for each breedable pokémon. You'll find a lot of useful information there, including in which game, and where in those games, you'll find any of the 386 pokémon.
