I Need Help With A Psyduck

I have recently restarted my FR version and am looking to get a Psyduck early in the game. Is there any way to get one before you can surf?

All of them are with the super rod and these are the earlest you get them except in the safiri zone

lol then you better go to the safari zone because an super rod you cant get that thing in the beginning
