Well, I can help you with SOME of the Pokemon ^_^;;;

Sceptile EVs: 252 Speed, 214 Sp.Attack, 44 Hp

Gardevoir EVs: 176 Hp, 154 Def, 160 Sp.Attack

Go to the Pokemon you want the EVs for and scroll down to the EVs section.

Smogon only gives some guidelines for EVs. You'll make better spreads as you improve your batling skills

Yeah, it won't give exact amounts usually but as you get better you will learn exact amounts.
