1.Where do I get the ticket for 4,5,6, and 7 islands after I beat the elite four?

2.After I beat the Elite Four,the guy was still blocking Cerulean Cave,he said something about beating the elite four(which ive done) and accomplishing an acheivement,what's that?

You get the ticket from Celio on 1 Island. Then you have to beat team rocket on island 1 and also 4. I'm not sure about the places to beat Team Rocket though...

To clarify a little bit:

After beating the E4, you need to get the National Dex. If you have 60 Pokemon in your 'Dex before beating the E4, you'll get it automatically afterwards. If not, get 60 Pokemon in your 'Dex and talk to Oak, he'll give you the National Dex. Then you can go back to Celio and go to the other Islands.

After you do everything else you need to do on the other Islands (find the Ruby and Sapphire plates and fix Celio's Network Machine), THEN Cerulean Cave will open and you can capture Mewtwo.
