1) Do you know where Rayquaza is located in R/S/E?
2) Do you plan to use a Master Ball or a whole bunch of Ultra Balls?
3) Get a weaker Ice-type pokemon, because both your Kyogre and Swampert would probably KO Rayquaza with one Ice Beam (which isn't such a bad thing...).

Meh, this is probably going to sound really stupid, but considering that Rayquaza knows Outrage, which causes it to become confused a couple of turns after it first uses it, which can lead to it KO'ing itself if it's HP are too low, as well as Rest, which restores all of it's HP, I never even bothered trying to weaken Rayquaza. It would either get confused and knock itself out, or else it would rest of the damage/status condition. In all of my games, Ruby, Sapphire, and Emerald, I just basically spent the entire battle throwing Ultra Balls for the first 20-30 turns, and then switching to Timer Balls. This strategy worked fairly well for me, and if Rayquaza would defeat me or else run out of moves and KO itself, I would just restart again. The most times that I ever had to restart in any game was 3 times. Just invest a lot of money into the Ultra Balls/Timer Balls as well as healing items.

There's your problem.

You can try having someone who knows pressure and high sp def, try and make it run out of moves (or rest for the most part) and then put it to sleep, par it and then use ultra and timer balls. I used my master ball on him (dumb idea).

Pressure only increases PP useage when the attack is used on the pressure pokemon.Rayquaza's rest is used on itself,so pressure won't reduce the PP of rest. And if you let Rayquaza run out of PP,it will struggle and probable kill itself.

I think you should have lots of Ultra and Timer balls, buy some healing items as well. You should try to put it asleep.Because Rayquaza knows Rest,it can heal itself if it can still attack. And a pokemon asleep has a higher catch rate.

You should train your pokemon in higher levels because your Swellow and some others are really weak to battle against that thing. Try paralyzing him or giving it a status condition and then it becomes easier to catch.
My stupid trick:
Get a Rayquaza from a friend, it will be registered in your pokedex and than it has the sign that you caught it. While it does so, get some Repeat Balls because you have it in your pokedex but not in PC or Team, and then go and use a whole bunch of Repeat Balls. I hope you know how Repeat Ball works...

PS: I can't speak english that good so, you may not understand me what I am talking about.

Lanturn is a pretty good Pokemon to catch Rayquaza. First paralyze Rayquaza with thunder wave, then use flash continuously to prevents hit by its outrage or struggle. If it uses rest, ice beam or thunderbolt it until its HP red. Then if it wakes up, paralyze again. That's my trick to catch Rayquaza at my Emerald.

I'm sorry if my grammer is very bad.

One word, patience.

We need to know the problems you're having. Are you unable to reach him? Does he kill all your pokemon? Are you running out of pokeballs?

We'll cover all those problems.

*****************************************
IF YOU HAVE REACHED RAYQUAZA, SKIP THIS SECTION!
*****************************************

Rayquaza is located in the Sky Piller, near the town floating on water, not sure what the name is, something like Pacificlodog. Surf right from the town and up, and you should reach a building.

You'll need the Mach Bike to cross the crumbling ground in some of the floors. The last one is quite tricky. You see, at the end there will be a few cracks with no door. What you need to do is fall through the middle ones. You'll understand when you see it.

Then just continue up and reach Rayquaza!

CATCHING RAYQUAZA!
********************************************

First thing, SAVE!. Otherwise you'll have to go through that annoying Sky Piller again.

Second thing, test out how much damage Kyogre and Swampert do with Ice Beam. If they kill it, reload. If they don't, Rayquaza will most likely be on extremely low health. Just keep chucking Ultra or Great balls at it.

If Ice Beam kills it, I would advise for you to do what Stardust25 suggested. Just buy tonnes of Poke and Timerballs. Why pokeballs, you ask? Because they're cheap, they still have a chance to capture Rayquaza, and they'll waste turns, making your Timer Balls more effective.

If you need money, just do the Elite Four again. That should give you plenty of cash.

Remember the most important thing:

Be Patient!

Erm...all I used was a level 56 Pelipper and I caught it on my first try.

Get something with Ice attacks (Ice Beam preferred), if it uses Rest that is a good thing as Ice Beam takes away tons of Rayquaza's health at which point you have one or two turns to attempt to catch a low health asleep Rayquaza, which is the best status for capturing.

Use many Ultra balls. After that use Timer Ball and catch it. Don't destroy Raquaza

If you save each time you reach a new floor, you can practice as many times as you want WITHOUT falling to the previous floor.

Try paralysing him then use flash many times and then try throwing balls at him.I prefer bringing alot of pokeballs and when outrages pp runs out throw alot of ultra balls at him since your pokemons are high in level.

Dude, get rid of your double post. Xfactor, can you get to where Rayquaza is? Cause we can guide you there.

Edit: Thanks for getting rid of the double post, Obada.
