Sceptile: ;254;
Item: Miracle Seed - No. Miracle Seed only boosts Grass attacks by 10%. It's not worth it. Give Sceptile either a Petaya Berry of Leftovers, preferably Leftovers.

Slam - Look at this. At the bottom, you'll see Sceptile's Base Stats. Sceptile's Base Attack is so much lower than its Base Special Attack Stat. Slam qualifies as Physical move, which is powered by its low Base Attack Stat. Give it Dragon Claw or Thunderpunch, which are both Special Attacks.
Sunnyday - Detect isn't really a good move, but it's definitely better than Sunny Day. Never use Sunny Day on Sceptile, ever. Sceptile is too fragile to be messing around with set-ups. Give it Substitute, which you can find in the top room of Lilycove Department.
Leaf Blade
Solarbeam - Same as with Sunny Day. Don't bother. You already have Leaf Blade, which will do good damage without the set up. Replace this with Dragon Claw/Thunderpunch, whichever you didn't use in replacement of Slam.

Masquerin: ;284;
Item: Scope lens - Again, not worth it. Give it a Petaya Berry or Leftovers.

Gust - Same as Sceptile. Masquerain's Base Stats aren't very good, but its Special Attack Stat is definitely higher. Replace with Stun Spore.
Silverwind - Generally, this is a good Attack, but it's not on Masquerain, because it runs off its lower Physical Attack Stat. There's not really much Masquerain can do, so I can't give a good suggestion for replacement. I suggest abandoning the Item and giving Masquerain Thief. Thief can ruin battles if used right.
Blizzard - You could replace this with Ice Beam if you wanted more accuracy, but Blizzard can work too, and since you already have it, I'd suggest keeping it.
Bubblebeam - Hydro Pump is generally better, but IIRC, it's an Egg Move, and you'd have to rebreed to get it, which really isn't worth it. Keep it, I guess.

Typhlosian: ;157;
Item: Charcoal - Not worth it, as usual. Same as the former two, Petaya Berry or Leftovers.

Megapunch - Typhlosion's Base Attack is OK, but barely worth it in comparison to its Base Special Attack. Replace with Thunderpunch.
Dig - Same as Mega Punch. Typhlosion's movepool isn't all that great, so I can't suggest much to replace it.
Flamewheel - Honestly, do you really need this if you have Flamethrower? Flamethrower does the same thing, but with more power.
Flamethrower

Milotic: ;350;
Item: Leftovers

Hydro Pump - Surf is better. You can outside of battle, it has more PP and is more accurate.
Icebeam
Mirror Coat - Milotic's Base Special Defense is so high that you won't be doing much damage in return with this. Use Recover. Milotic's a beast with Recover.
Attract - Hypnosis is great for annoyance, and, unlike infatuation, Sleep isn't cured by switching(excluding Natural Cure, of course).

Glalie: ;362;
Item: Nevermeltice - Really not a good idea, but other Pokémon on your Team need Leftovers/Petaya Berries more than Glalie. So keep it, I guess, but replace with Leftovers or Petaya Berry if you can.

Icy Wind - Icy Wind is useless in comparison to Ice Beam. Replace with....Explosion, I guess, if you can get it.
Ice Beam
Headbutt - Glalie hasn't got a lot to work with, frankly. Keep it, but Spikes would be better.
Crunch

Pikachu: :surfpika: - Just ditch it. Pikachu has a lot to work with, but it's near impossible to get a perfect Pikachu InGame. Try Zapdos.
Item: Lightball

Thunderbolt
Thunder - Worthless, absolutely worthless. Thunder is useless when you have Thunderbolt.
Iron tail/Focus Punch - Lol and a half. Pikachu's Attack is pitiful, especially if you have the Light Ball(and you do).
Quick Attack/ Megakick

This Team is ridiculously Special-based. Any good Special Wall, like Blissey, Regice, or Snorlax, will tear this Team apart. Get a Salamence, or a Heracross, or a Medicham. Anything that doesn't have a Special Type.

Interesting bet. Your friend's kind of on the losing end of that bet, though. Mew is a lot rarer than Jirachi, and losing a Mew is a lot worse than losing a Jirachi ¬_¬

Picking up on a couple of things ~*Commander Blizzard*~ said,

1. Ditch Masquerain

2. Typhlosion should look more or less like this
Typhlosion@ Leftovers
Modest Nature
-Sunny Day
-Flamethrower/Blast
-Substitute
-Thunder Punch

3. Mirror Coat is good on Water Pokemon, because both their weaknesses are Special. You can survive a Thunderbolt (for example) and Mirror Coat it back in your opponants face.

4. Ditch Glalie also. They aren't particually good.

5. Evolve Pika.
Riachu@ Leftovers
Lonely/Mild Nature
-Focus Punch
-Substitute
-Thunderbolt
-Thunder Wave/Encore

Actually, Pikachu's base Attack is better than its base Special Attack!

Some Pokemon you could on the Physical Front are,
Medicham@ Chioce Band
Adamant/Jolly Nature
Evs-252 Attack and Speed, 6 HP
-Brick Break/Hi Kump Kick
-Shadow Ball
-Rock Slide
-Return

Breloom@ Leftovers
Jolly Nature
Evs-252 Attack and Speed, 6 Sp Def
-Spore
-Leech Seed
-Sky Uppercut/Focus Punch
-Sludge Bomb/Mach Punch

Snorlax@ Leftovers (If you have this many)
Careful Nature
EVs-144 HP, 128 SDef, 128 Atk, 110 Def
-Body Slam/Return
-Rest
-Curse
-Shadow Ball

Wow... ~*CB*~ that was a lot. XD

anyways, there is nothing wrong with using your favorites to battle imo. >_> if you really like Glalie and Masquerain, them use 'em.

for Typlosion, I like (ingame MS)
Typlosion (Hasty Nature +Speed, -Def) @Leftovers...
EVs: 252 Speed, 200 Sp.Attack, 58 Sp.Attack
-Flamethrower
-Thunder Punch
-Substitute
-EQ/Brick Break (INGAME!!!!!)

yeah.

Sceptile is also good at Subseeding. I didn't see CB mention that.

He already has a Sceptile, and Leech Seed is an Egg Move. It's certainly the best strategy to go for with Sceptile, but it's rather out of the question(unless you want to rebreed, Sceptile 100. If so, by all means, go for it). Same reason I didn't list HP Grass with Masquerain or HP Ice/Grass for Pikachu. They are indeed the Standards, but honestly, what're the odds his Pikachu and Masquerain will have the right HPs with a decent power level?

er.. for one thing my masquerin's attack is higher than special attack and I think you're suggesting to teach my pokemonn nothing but specials. And sunny day and solarbeam work together. And also CB, Pikachu is one of my strongest pokemon, has highest special attack of all mine thanks to the lightball.

I dunno where you're getting that from. Look for yourself. Base Attack: 60, Base Sp. Attack: 80. You must not be training it in Sp. Attack/your Masquerain has a Sp. Attack lowering Nature. Its Attack really shouldn't be higher ._.

and I think you're suggesting to teach my pokemonn nothing but specials

That's because all your Pokémon work best with Special moves ._. That's why I suggested Heracross or Salamence or something.

And sunny day and solarbeam work together

Again I ask, why bother when you have Leaf Blade? It's an utter waste of a slot when you can simply use another Attack. Sunny Day only works on Pokmon with the Trait Chlorophyll, and Sceptile has Overgrow.

And also CB, Pikachu is one of my strongest pokemon, has highest special attack of all mine thanks to the lightball.

But it only has two Special Attacks  And they're both Electric. There's no point in bothering when you can simply switch to Lanturn, Zapdos, or Ampharos.

If he/she wants to breed fer a better Riahu, he/she could use this moveset:
Raichu
Focus Punch
Sweet Kiss
Thunderbolt/Volt Tackle*
Substitute

*Volt Tackle is only exclusive to Emerald version. The way to get a volt tackling Pichu is to breed a female Pikachu holding a light ball with a male Pikachu or another pokemon of the Fairy/Field egg type. But be warned, Volt Tackle can sometimes have massive recoil. Althought it has 120 power and 100 accuracy...but with the recoil..it's pretty much like Take Down.

But static take care of paralysis, and Encore can sometimes be trouble if not used by a skilled trainer.

So you are saying that you await an attack to paralyse them... Not clever since Raichu will be killed by almost anything straight off.
You only encore the crap moves, that wont kill you, (eg a Calm Mind) then you switch into something that can withstand the attack or get past the Calm Mind, from the example, and sweep away.
