I was EV training my Dragonite and it grew 15 Sp Attack which is alot for me. When it grew the next lvl it only grew 3 Sp Attack. Do EVs wear off once you've grown a lvl?

Well......if you only EV trained it on one specific stat then it'll be maxxed out. This always happens and the boosts will be there but you just don't know that yet.

I don't mind it as long as I get it right and finished in the least amount of time. Call me ignorant but my Pokemon come out way stronger than any normal trainers'. In-game trainers are all pathetic. It takes a human to get it right not a computer.

I think so, i havent ev trained in a long time so... but anyway i think its sp attack stat will keep on growing.

Ignore those increase numbers when you level up at lower levels.
E's don't truly become noticible until you get near level 100.
As long as you ev train it with all the desired evs then you won't have to worry about them til you get to level 100.

evs give you about 63 stats to the stat trained for, so once you max out the stat's evs you can get and extra 63 spread over the levels and gained all by the time you reach lv 100
