Moves are right, EVs are wrong.
Rash or mild nature, 200 SpA EVs, enough for 240 speed overall, 320-330 attack overall, rest in HP

Well, I got that out. Now I need a second Dragon. I am trying to have another pyshical sweeper and dragon, so howabout both in one.

They don't in BF all that well. I'd go with Horn Drill's DDmence suggestion.
