Well, if one Pokemon wants to become a sweeper or attacker of some sort, his/her/its Attack or Special Attack (Special in RGBY) status should be close to 300 points or above. Chansey's Special Attack status is close to 200 if I remember, so those points aren't enough for this egg monster to be a main attacker.

No, in RBY Chansey's maximum Special is 308. It works quite well with the BoltBeam combo as a Special Sweeper. I used to use Chansey as a Tank/Special Sweeper, and it worked quite well, although I now use it differently.

Is that so? Hmm. I haven't seen any guides referring the Max Stats of Pokemon in the RGBY world, so it seems I have mistaken Chansey here.
 
Yep. Chansey was one of the best Pokes in the game because of this. And like people have said, other Pokes such as Alakazam and Tentacruel benefitted beyond belief from this.
