E or E10+. There never has been a T Pokemon game, and probably never will be.

Expert Sockey is probably right, if they just bounced back and forth it would probably be E but it doesn't, so probably E10+

And even with SSBM, it was kind-of unfairly judged - if it was made today it would be E10+ for sure.

E10...most likely..unless the graphics are extremly good and you can see the pokemon being burned and the punches are very powerful and stuff......but this is a pokemon game...this will be rated E10.

Well, SSBM was rated T, and that contains a fair few pokemon. *Ponders* But then again, i doubt PBR will have Pikachu using a gun.

Fire Emblem (the GBA ones), Golden Sun, Zelda, Metroid (except Prime 1 & 2), etc... are all E and have more violence and physical contact that any Pokémon game will ever do.
