Well, the Pokedex can in theory recognise anything nowadays. But as for Perap, Ash did have a new pokedex by that time.

In the right place at the right mime when Ash and May recive new pokedexes I belive that Birch says that they have information on Newly discovered Pokemon too. Basicaly Munchlax, Bonsly, Perap etc.

What I would like to know is why cant ash get a New region Pokemon b4 he reaches that region, Like if he had caught Aipom earlier in the BF Saga, he could have had an Eteboss B4 he got to Sinnoh/Shinou

This could easily be answered with common sense - Why would Prof. Ookido give Satoshi a brand new Pokemon Zukan when his Pokemon Zukan (with the R/S design) already had information on all the Pokemon up to that point? Because the Pokemon Zukan in the Battle Frontier saga was updated with information on new Pokemon from Shin'ou.[/SPOIL]
