whether any starter, no matter where you get from(without cheating),can or can't learn the elemental attack on island two....does it have to be your first pokemon in the cartridge/restarted game/ or could it be any other?

I tried this- as far as I know the only starter who can learn the elemental atack is the Kanto starter YOU, yourself got in the beginning of that game.
It can be ANY Venusaur, Charizard or Blastoise. Even if it wasn't your Starter of that particular file.
The only requirements/restrictions are:
-The Pokémon must have max Happiness.
-You can teach each attack ONLY ONCE!

I agree it is Venusaur, Charizard, or Blastoise as long as it likes you and that you haven't taught a pokemon that move before.

Yes the Happiness must be maxed out...I just tried with the blastoise i started the game out with and it couldn't learn Hydro cannon..but i have traded that blastoise which resets its happiness...I tried with a charizard that i had been using to beat the elite four with lately and it said it could learn Blast Burn...and i did not start out with this charizard.. So im almost 100 % positive it needs its happiness maxed out

I HEARD THE ONLY TYPHLOSION THAT CAN LEARN THE ATTACK IS THE ONE FROM XD/COLLOSSEUM AND IT LEARNS IT IN THAT GAME NOT IN FR OR LG,IS THIS TRUE?

It works for any starter... Be it Kanto/Johto/Hoenn starter. All have to be in their fully evolved form and max happiness is required.

YOU MUST MAKE SURE THAT WHEN YOU GIVE YOU POKEMON AN ITEM, IT RUNS UP TO YOU TAKES IT, GOES BACK DOWN AND MAKES ITS CRY. THEN YOU KNOW IT HAS MAX FRIENDSHIP.

I thought this as well but i havent tried it on others. The moves aren't that special are they?
btw wot is the water one? u got blast burn? and frenzy plant..?
