(In Bold)This person said that only lower leveled pokemon that appear ingame are allowed in the batlle tower/frontier,but in R/S,groudon and kyogre's levels are lower than the birds or the regis.....
My question is.....how come groudon and kyogre aren't alowed in the battle tower in R/S?
