Steelix (wall)
Iron tail

Takedown/return?

Swampert
Surf

Metagross

Dragonair/Salamence

Go with Salamence here:
Salamence@Choice Band
Hidden Power Flying
Rock Slide
Earthquake
Brick Break

As for your last Pokemon, I have no idea o_O

As for EVs, every Pokemon gives out a certain number of them. They help to increase your stats. There's four EVs to one stat increase. And, basically, when you EV train, you battle against one type of Pokemon. Ex) If you want more Speed, battle against Zubats, because they give out 1 Speed EV.

Refer to the main site's Pokedex to learn which Pokemon give out which EVs.

Sorry, I posted a rather unstable strat, so disregard everything I said, GoldenLatias said it better.

You might want Roar on Steelix over Toxic if this is gonna be a tourney or whatever, to blow away stat-uppers.

You could go more physical on that Tyranitar if you want, like an Adamant or Jolly Dragon Dancer with

Dragon Dance
Earthquake
Rock Slide
Taunt
@ Leftovers

or a CBer (Adamant or Jolly, I like Adamant)

Rock Slide
Earthquake
Focus Punch
Hidden Power Bug / Physical filler
@ Choice Band
