Im stuck

I (well my little brother) has started a new game of pokemon LF and now we is in Saffron City. but there's a rocket guy standing in front of the Silph CO building and we can't enter. we have tried alot of things but he just won't go away.

We have battle our rival at PKMN tower,
Got a Hitmonlee/chan
we have talked to the lady in pokemon tower who says that a silph scope would IDify the ghosts

and we dont know anything more to try, please help

Okay, first go beat Erika at the Celadon Gym. Then clear the Rocket Hideout beneath the Game Corner in Celadon City. There, you'll recieve the Silph Scope. Go further up the Pokemon Tower, defeat the Marowak blocking the top floor. Then defeat the Rockets at the top floor and talk to Mr. Fuji there. He'll lead back to his house and give you the Poke' Flute. (That'll be used to wake up the Snorlaxes, by the way) The Rocket standing in front of Silph Co. should be gone.

did you actually get the Silph Scope? Do that, find Mr. Fuji, go and face one of the Snorlaxes, beat Koga, then go to Saffron. Silph Co. should be open once you find Fuji, but you're going to need higher lvl. Pokemon for the final 2 battles (they're high 30s and low 40s!)
