You can see EVERY POKEMON that you need to get the National Dex without any help from any other game.
Their is a island available after beating the E4, and some smaller places.

I did all of those things without trading once or inserting a cartridge. All you need to do is battle almost every trainer and do the E4. For the version exclusive which is not in your version, you can go to this woman and she shows it to you and it goes in your dex. For the running one of ther legendar trio, before it runs you see it and it goes in your dex.
And Oak does give you the dex but you have to go to Nanakamodo's lab to get it.

cool thanks i dont like trading so i'll just battle everyone, atleast this time trainers have the starter pokemon and there evolves, that hasant happened since r/b/y/fr/lg,.

You can see all the pokemon without trading. You need to need to talk to this lady, and she'll show you the picture opposite of the pokemon legend you got for your game. That's the only Pokemon you can't see on your own by battling/wild encounters/legends.
I'm not sure who gives you the national dex, but both of the prof. are there, and you get it when there...so... D: I don't really think it matters.
As for "different towns" I'm going to say no. Why? Because I personally tested to see if you can get to 'battle island' with just the national dex and not beating the E4, and you can't. There are some weird restrictions once you get the national dex and not beat the Elite Four, but I won't bore you by that since that's not part of your question.
The only 'extra' spot you get with just the national dex and not beating the E4 is Pal Park. Though, as the others said, you get to go to Battle Island once you beat the E4...

Yes except the legendary's and starter's. Just search for what the pokemon(some are exclusive to Diamond and pearl and You can not catch legendary's unless Via Palpark.)Link:
