In Emerald, where is Shoal Cave?

I'm trying to find a Snorunt, but I have no idea where Shoal Cave is? Can Someone help me

shoal cave is the cave just north of mossdeep city. surf to get there. it has wild spheal and zubat in the first area, and if the tide is low (if you can see dry ground when you walk in), you can find snorunt deep down in the cave. you need strength to get to the snorunt room.

Surf North from Mossdeep. Snorunt is in the lowes level, the room is all icy, hard to not recognise.

But the cave has to have NO water,or you will have to wait for a couple hours.once its dry,keep mtraveling to the lowest level,where it is very icy,and the floors are slippery.Thats where Snorunt is.Also,there is the hold item Nevermeltice (That's correct,with no spaces) on the ledge inm the middle of the room.
