Just rewatched that episode, and the name rather sounds to me like "Jiruba Town", not "Shirubaa (Silver) Town". It also says so on PokeAni. And since 'jiruba' means 'jitterbug', it'd be..."Jitterbug Town", then XP

I think it is at Sliver Town. There is one contest only. It was May's second ribbon in the Kanto contest.
